Heather Lockear's arresting officer caught red handed

Heather Locklear may have been out of it this weekend when she got arrested for a D.U.I, but her arresting officer sure wasn't. Some new pictures have surfaced of Heather's arrest where she is being handcuffed by one officer and having her picture taken by another. The officials at the Santa Barbara office that TMZ contacted said that the officer did nothing wrong and that it's common for officers to use their own cell phones to document the crime scene. However, when TMZ contacted several other CHP officers, they said that officers shouldn't be using their personal cell phones, especially when it involves a celebrity. You be the judge, did the officer do something wrong by taking the picture or was he just doing his job?
