Heather Locklear's arrest in pictures

TMZ has gotten pictures that were taken while Heather Locklear was being arrested on Saturday morning in Santa Barbara. It is unclear if they were taken by the paparazzi but I cannot see who else would have been around at the time of her arrest. Pictures have surfaced that show one of the arresting officers taking a picture of Heather while she is being handcuffed, but it is doubtful that the whole set of pictures belongs to him.What is unclear about the whole situation is that the pictures have been credited to a uknown photo agency. So who do the pictures really belong to? We are yet to find out.
